Can the shoe cover wrap all kinds of shoe?

For one kind of women's shoe, it can't been wrapped by the PVC shoe cover.

For the high heel, if it is vertical with floor, it can be wrapped by the shoe cover.

If the heel is slant , not vertical with floor, it can't been wrapped by this PVC film,
